What the law gives you in Iowa
Iowa has no state law limiting when a private employer can ask about your record.
Private employers A 2017 state law bars Iowa cities from setting hiring practices beyond state or federal law, and the state sued Waterloo over its ordinance. Waterloo mostly won: in 2021 the Iowa Supreme Court held that a city may not tell an employer whether it can consider your record at all, but it may control when the employer asks. So two Iowa cities still protect you at a private employer, on timing. In Waterloo no employer of any size may put the question on an application and employers of fifteen or more must wait for a conditional offer; in Des Moines no employer of any size, with no threshold at all, may ask before then.
